Committee weighs CPC options and assessment impacts for $192,000 track repair

The committee discussed the proposed track repair project and whether Community Preservation/CPA funds could be used to offset town assessments.

Nick, the finance presenter, said the district's original CPA request and the timing of CPC actions led to confusion: the CPC awarded $100,000 rather than the full $192,000 that had been requested, and the warrant-language timeline meant towns received earlier versions of the warrant that did not reflect that award change. He said if the project is characterized as "replacement" it can qualify for CPC funds; if it becomes a repair outside replacement criteria, CPC funds would not be eligible.

"We applied for the entire cost of track right per statute only restoration," the presenter said, describing how later CPC reductions and timing altered expected offsets. Committee members noted that if Southwick uses CPC money to offset its assessment, the district must still write the assessments and borrowing language clearly so voters understand who is paying what. The presenter described project components as releveling the base, replacing the wear layer and repainting lines and warned that delays would increase costs and could remove CPC eligibility.

Members discussed options including asking each town to consider their CPC funds for their share and exploring donations or grants; the presenter estimated five-year borrowing interest scenarios and town-specific costs under different allocation assumptions. The committee asked staff to verify CPC eligibility language and to clarify warrant wording before town-meeting deadlines.
