Rob Williamson, the consultant engaged to review classification and pay, told the board that benchmarking against 17 market peers showed the authority’s midpoint for positions was about 6% behind market and recommended a 5.6% adjustment to pay ranges. "We're recommending a 5%, 5.6% adjustment," Williamson said, recommending a "bring to minimum" implementation that would adjust employees below the new minimums into the new ranges.
Williamson said the bring‑to‑minimum option would affect about 10 employees and would cost slightly more than $16,000 to align those incumbents with the new pay ranges. He framed the recommendation as a modest, targeted step to preserve and retain licensed water operators and other technical staff while avoiding larger, more costly options that offered limited additional recruitment value.
After board discussion, a motion to accept the revised classification and pay plan and to adjust affected current employees to the minimum of their respective new pay range was made and passed unanimously.
The motion does not itself appropriate new budget funds; staff recommended incorporating the study results into the FY27 budget process.
