Council then approved the project with the conditions presented in the staff memo; the recorder announced that all members voted in favor.
Council clarifications during discussion confirmed that most signage on the site would be combined into the new sign, the water‑tower signage would be painted neutral and several smaller incidental signs would remain. The action reverses the Planning Commission’s denial and permits the revised sign plan under the conditions provided in staff exhibits.
