Planning commission recommends City Council accept 2025 General Plan annual report and Vision Salinas 2040 update

Jonathan Moore, senior planner for the City of Salinas, presented the 2025 General Plan Annual Progress Report and an update on the Vision Salinas 2040 process to the planning commission on March 4, 2026. Moore highlighted permit-center activity over the last year, saying the department "increased our on Time building plan reviews by 23%" and that final construction permits rose by about 19%.

The report, Moore said, catalogs the city’s recent development accomplishments — naming commercial projects such as Raising Cane’s and Planet Fitness — and previews the next steps for the general plan update, including a public open house and a forthcoming climate action plan. Moore said staff expects to release the full public review draft and environmental documents together and begin the formal 45‑day comment period this summer, with the goal of beginning the approval process by fall 2026.

Commissioners focused questions on public outreach and how planning‑commission input will be folded into the update. Commissioner Purnell asked whether the open house had been marketed broadly; Moore said the city has used both email blasts and social media and is also relying on community‑based organizations to boost attendance. Moore encouraged commissioners to share the event with their networks. The commission discussed timing for additional study sessions to allow commissioners time to review materials before any formal decision is required.

During public comment, speakers urged faster housing production and raised concerns that some public‑facing projects could be perceived as prioritized over street and sidewalk maintenance. Moore clarified that the vibrancy plan promotes public art and gateways but did not specifically recommend a single arch structure that had been discussed in other forums.

Following the presentation and comments, Commissioner Meeks moved and Commissioner Gutierrez seconded a resolution recommending that City Council accept the 2025 General Plan Annual Progress Report and the Vision Salinas 2040 update and authorize submittal to the California Department of Housing and Community Development and the Governor’s Office of Land Use and Climate Innovation. The commission voted unanimously to approve the recommendation. Staff will schedule the item for City Council consideration, where a final decision will be made.

Next steps: the open house and public review materials will be released as planned; the commission’s recommendation moves the report to City Council for final action and state submittal.
