Holyoke officials flag preliminary $2.6M budget gap and potential Title I cut of $800,000

District staff told the March 9 school committee that preliminary FY27 budget projections indicate a potential general-fund gap of about $2.6 million as the district awaits the House 1 budget later in April.
Mr. Soto (district administration) explained that the Student Opportunity Act increases are winding down next year, federal pandemic-era relief and ESSER funding have tapered, and future revenue will be driven largely by enrollment and inflation. He said the district is anticipating a roughly 5% increase in transportation costs because of provider rate changes.
In the same discussion, Mr. Soto reported that the Massachusetts Department of Elementary and Secondary Education had signaled a recommended 10% cut in Title I entitlements and advised districts to budget for a 15% reduction; the district estimated that a 15% reduction could amount to approximately $800,000 for Holyoke.
Separately, the committee voted to refer mid-year one-time funding requests (examples included IT camera upgrades and building maintenance items) to the Finance & Operations Subcommittee for prioritization. Administration described how principals submit requests and how the district classifies items as "high" priority when failure to act would threaten operations (for example, failing cameras or a boiler needing replacement).
