Dr. Foster told the board he aimed to deliver a draft strategic plan by early fall and described three priority focus areas he called the district's "big rocks": a reset of academic fundamentals, a push for PLC (professional learning community) fidelity and an expansion of a Deeper Learning pilot. "We're not at the finish line, but we're getting closer," he said during the presentation.
Tim Truitt read the board's formal summary, noting the board determined Dr. Foster earned a score of three ("accomplished") on each of the seven professional standards used in the evaluation. The summary credited Foster with strengths in human-resources and managerial leadership, citing a district staffing formula, increased transparency in budgeting and a 5% across-the-board raise for employees as notable accomplishments. The board also said Foster could improve in strategic leadership (Standard 1) and collaborative leadership (Standard 6) and asked for better communication with members, including acknowledgements of emails and in-person visits.
The board set two goals for the 2024—25 school year: complete and begin implementing a new strategic plan, and revise academic-spotlight presentations at meetings so they reflect the district's profile of a learner and improve academic reporting during work sessions.
Outside guests also addressed the board after Foster's presentation. Fred Carter, a retired superintendent who served as Foster's executive coach, congratulated Foster on completing the new-superintendent training and on his representation of Spencer County schools. "He has represented you really well," Carter said.
The board voted to adopt the evaluation as presented; the vote was unanimous. The board moved into executive session for the evaluation discussion and returned to adopt the summary before adjourning at 8:40 p.m.
The immediate next steps recorded by the board are the drafting and implementation of the strategic plan and changes to how academic reporting will be presented to align with the district's profile of a learner.
