Box Elder commissioners approve fee updates, two large rezonings and multiple agreements; waive penalties for two taxpayers

Box Elder County commissioners on April 22 approved a slate of administrative actions and land‑use measures, including fee updates, two large rezonings to the Agricultural Heritage Zone and several intergovernmental and vendor agreements.
The board unanimously approved Resolution #26-09, which updates the consolidated fee schedule to incorporate Recorder’s Office statutory fee changes and other adjustments. Auditor Shirlene Larsen also recommended writing off four long‑outstanding ambulance and fire billings that predate 2013 as bad debt; the commission adopted the write‑off on a unanimous roll call.
Land‑use actions included approval of Ordinance #649 (approximately 1,362 acres near Tremonton rezoned from Unzoned to Ag Heritage Zone) and Ordinance #650 (approximately 1,622 acres in the Garland/Riverside area rezoned to Ag Heritage Zone). Both rezonings were recommended by the Planning Commission after public hearings and approved by the county commission on unanimous roll call votes.
The county approved corridor preservation funding for Garland (up to $120,000 as recommended by the Council of Governments) and for Willard City (right‑of‑way acquisition with the city contributing 25 percent). The board also approved MOU #26-17 to serve as a cooperating agency with the Bureau of Land Management on the High Desert Trail environmental assessment.
Recorder Chad Montgomery introduced an agreement with Common Chain LLC (Agreement #26-13) to provide cloud indexing and backup for historical recorder documents; Montgomery said there is no cost to the county under the arrangement. The commission approved the Common Chain agreement unanimously.
The Board acted on two taxpayer hardship requests: Heather Murphy (parcel 05-053-0109) asked that interest and penalties of $1,005.35 be forgiven because tax notices were not received after an address change; Larry Stevens (parcel 03-125-0103) asked forgiveness of $3,374.47 in penalties and interest because of medical and family hardship. The Commission granted both waiver requests on unanimous roll call votes.
Other business included approval of an updated facility use agreement for the fairgrounds exhibit hall, a revised month‑to‑month horse stall rental form, and adoption of Policy 28 (employee medical examinations), which implements a new state law requirement that the employer pay for required medical exams. The warrant register and numerous personnel actions were also approved.
