Council reappoints Kevin Dodds to Planning Commission after debate over process

The council considered Item 25 — whether to waive Council Policy 10009 and appoint a planning commissioner to fill a term ending April 15, 2030. Staff reported Commissioner Kevin Dodds had applied after the deadline but, per policy, could continue serving until an appointment was made.
Several councilmembers opposed waiving the policy, citing fairness to the roughly 50 applicants who applied on time and completed the selection process; Deputy Mayor and others said the rules helped ensure an equitable process. Councilmember Weiss said she appreciated Dodds’ prior service but noted some applicants had followed the full process. Councilmember Figueroa argued that based on earlier rankings, another candidate (Thomas Lacroix) would have been the next selection had the disqualified candidate not advanced.
Councilmember Weiss moved to reappoint Kevin Dodds, and the motion passed on a 3–2 vote. The appointment fills the planning commission vacancy through April 15, 2030.
