Council approves HUD CDBG/HOME funding plan after public pleas to ready city-owned sites for housing

The Oceanside City Council approved staff’s recommendation to adopt the FY2026–27 annual and funding plan for submission to HUD for Community Development Block Grant and HOME Investment Partnership Program funds.
During public comment on item 16, speakers urged the city to assemble an inventory of public land and prepare sites so the city can move quickly when state or federal grants become available. "We need to start looking at getting things ready, you know, shovel ready," said Jimmy Knott, urging the council to identify city and public-school parcels that could be repurposed for housing. Ed Fitzpatrick, who described recent personal experience experiencing homelessness, pointed to empty local storefronts as potential temporary housing opportunities.
Staff summarized the staff recommendation and explained the manager and housing director would execute required application forms and agreements with subrecipients. The council voted to approve the plan as part of the consent calendar, 5–0.
Councilmembers acknowledged ongoing housing challenges and said the approved plan enables the city to apply for and administer federal funds while staff and advocates continue exploring inventory and rapid-deployment strategies.
