Titusville council awards $4.14 million contract to replace Bayview/Seminole lift station

The City Council voted March 10 to award the contract for the Bayview/Seminole lift station replacement (CN26B004/LR) to Amcon Development Group LLC for $4,135,774.83 and authorized the mayor to sign the agreement.
Public Works staff said they resolved outstanding issues with a neighboring property owner, adjusted the design and met with residents; the contractor’s bid includes restoring the road with river rock as discussed with neighbors. Staff also noted a need to coordinate construction phasing to maintain local access during work.
The project was funded in part by a federal resiliency grant related to ARPA; staff reported roughly $1.75 million of an original $2 million grant remains available. Most of the construction cost will be city funded, staff said, but expending grant funds in the current fiscal window is a priority.
Council members pressed staff about schedule, community outreach and prior delays; staff said permitting and design took longer than anticipated and that the project is now ready to move forward.
Council approved the contract by roll call.
