Nogales council approves event permits, raises in-kind support limits and appoints interim city manager

The Nogales City Council met March 10, 2026, in the City Hall chambers and approved a package of routine permits and administrative actions, including appointment of an interim city manager and authorization to begin a permanent recruitment.
The council approved a special-event liquor license submitted by Edgardo Munoz for the "Mad Pass Marley Arts District" event scheduled March 21, 2026, from 3:00 p.m. to midnight. The council also granted in-kind support for San Felipe Jesus Parish for its Passion of the Cross event on April 3, 2026; the agenda listed Reverend Jose Mpalia in connection with that request. Both items passed on voice votes.
Council adopted Order 2026-03014 to repeat prior action and set a new maximum in-kind support limit of $1,500 per event (the transcript records a prior $1,000 cap). The body then adopted Order 2026-03015 to authorize and redirect applications under that new limit, including approvals by the mayor and council on March 4, 2026. Both orders were approved by voice vote.
On personnel matters, the council moved to appoint Mr. Stephen Pocket as interim city manager. The meeting record notes the motion was made and that "Solo made the motion and Doyle seconded." The appointment carried on a voice vote; the transcript subsequently refers to the appointee as "Mr. Steve" in closing remarks (see audit notes below on inconsistent name forms in the record).
The council also authorized staff to begin recruitment for a permanent city manager using the Duffy Groupcooperative purchase contract. A staff presenter said, "The quickest way to be able to do that is to go through a professional recruiting firm that is focused on and recruits professional city managers," and recommended using the Duffy Group to avoid an RFP and start the search immediately. Council approved the recommendation by voice vote.
The meeting moved briefly into an executive session to discuss agenda items two and three before returning to open session and adjourning.
