The council also awarded residential solid waste collection to Capital Waste Services and commercial collection to Trident Waste. The Committee on Public Utilities secured approval to award a five-year gravity sewer assessment and rehabilitation management contract to Gavel and Dorn Engineering PLLC for $425,000 (R&R funds) covering an extensive inventory of gravity mains and manholes; Keck Wood LLC was awarded a $130,000 contract for GIS record drawing conversion and ad-hoc support.
The council approved multiple discretionary funding requests from council members to support parks and recreation projects (scoreboards, fencing), road improvements and town-level grants; motions carried by voice votes. A budget-related first reading referenced a roughly $163 million fiscal projection for the coming year with no proposed tax-millage increase noted by council members during discussion.
Landscaping package denied: In a separate operations discussion, council debated and ultimately denied a stand-alone landscaping and irrigation package for the Henry Brown Boulevard Phase 2 project after staff presented revised bids (landscaping and irrigation totals); members cited cost, precedent and maintenance concerns.
What happens next: Awarded contracts will proceed to procurement and contract execution. The sewer program and GIS conversion contracts include deliverables to be delivered over multi-year schedules; staff will return with implementation details and timelines as required.
