Ceres boosts fines and tightens rules on seasonal fireworks sales and enforcement

The Ceres City Council on March 23 approved updates to the municipal fireworks ordinance aimed at reducing illegal fireworks activity and associated hazards.
Police Chief Trenton Johnston told the council staff recommends broadening the definition of dangerous fireworks, adding stricter storage requirements, updating safety-training rules and increasing civil penalties. Under the changes presented, a first violation would carry a $2,500 fine, a second violation within a 36-month period would be $3,500 and a third violation $4,500; staff said those amounts mirror enforcement models used in nearby Modesto.
Council members pressed staff on whether higher fines would be collected in practice. Staff replied that of 17 fireworks citations issued between July 2 and July 5 of the prior year, five were paid in full, five were on payment plans and seven went to collections. Staff said drone technology improved detection but requires overtime and personnel to operate.
The council approved the ordinance updates on a unanimous roll call vote (5'' 0). Staff said they will follow up with the council on options to improve collection and enforcement mechanisms, including potential liens for property owners where appropriate under the municipal code.
