Ceres approves citywide Community Facilities District No. 4 for new development financing

The Ceres City Council approved formation of Community Facilities District No. 4 on March 23 in a 3'' 2 vote after staff described the district as a financing mechanism for new developments.
Staff said CFD No. 4 will apply only to new residential and commercial development (not existing homes), fund landscape, street lighting, storm-drain maintenance and a share of police and fire services for annexed areas, and be administered with an expected annual management cost of about $5,000. The CFD structure was described as similar to a Mello-Roos district; staff noted funds collected in a CFD must be used within the annexed area and cannot be transferred to other projects.
Council questions focused on which parcels would be included, whether pocket areas would be forced into the district, and the urgency of forming CFD No. 4 ahead of anticipated annexations such as Copper Trails. Staff said delay risks locking in much older base rates (a 2007 CFD base could translate to roughly $780 per unit, versus higher current-dollar rates) and could disadvantage service provision for new subdivisions.
Public commenter John Warren asked about collection and enforcement mechanisms; staff said some enforcement options exist including liens, but collection can be administratively complex and may not produce immediate receipts. The motion to approve returned roll call results of three yes and two no votes.
