Council declines to move forward on citizen-requested Glass-Steagall resolution after first hearing

The Hampden Town Council held a first hearing on a citizen-requested resolution to "support" the Glass Steagall Act during a Jan. 12 workshop and, after brief discussion, indicated it would not move forward with the resolution absent clearer public interest or demonstrable local impact.
Councilors said the proposal appeared connected to an outside group that had provided materials at a prior meeting. One councilor said he was opposed because it would "lean toward one side of the aisle or the other" and the town should not take positions in national political debates.
"I'm not for our town supporting this because it's either leaning toward one side of the aisle or the other," a councilor said. Several other councilors said they found sections of the circulated documents confusing and conflicting and that there was nothing actionable by the town beyond issuing a statement of support or objection.
Staff advised the council that, procedurally, a public comment cannot itself transact business and that if the council wished to consider a formal endorsement it would need to place a resolution on a future agenda for a vote. Councilors said they had not heard public support in the meeting sufficient to prompt that step.
The council did not adopt any resolution at the workshop. Staff said they could place the resolution on a future meeting agenda if the council formally requested it, but workshop discussion produced no motion to do so.
