The board discussed two separate long-running local infrastructure items: Hodges Park and the Dead Man's Curve safety project.
Hodges Park: the grants coordinator reported dredging is the top priority and that she will finish the grant application in a few weeks, after which she will prepare bid documents for the design-build project. Commissioners pressed staff to explore phasing so crucial elements such as restrooms and playgrounds could be completed early. Staff noted federal advertising and grant requirements could influence timing, but said a phased approach can be evaluated in design and bid documents. Commissioners also raised concerns about design constraints that require elevated restrooms (the so-called 17-foot elevation), and staff said they are researching possible variances.
Dead Man's Curve: a commissioner recounted a 25-year effort to correct a dangerous curve and said FDOT previously committed funding. Staff explained the project requires final design work and property acquisitions were completed previously; the county engineer is finishing several priority designs and Dead Man's Curve will be queued for bid once designs are complete.
Next steps: staff will complete the grant application and produce bid documents for Hodges Park and will report on phasing feasibility and variance research for restroom elevation. For Dead Man's Curve staff will continue design work and provide updates on when the project can be advertised for construction.
