The board heard the design is not yet complete and that prior grant applications (CDBG-DR) were not approved for this scope. The estimated total cost discussed was approximately $1.2–$1.3 million. Staff said the county—ould consider using a blend of District 3 funds, the secondary road paving reserve (about $1.6 million currently noted), contingency funds, interfund transfers to road and bridge, or $0.01 sales-tax reserves.
Commissioners debated whether to phase the work or commission a full bid package; several preferred harvesting multiple funding buckets to bid and complete the whole project at once to avoid higher mobilization and repeated costs. One commissioner urged staff to provide percentage scenarios so the board could evaluate drawing from several accounts rather than depleting the countywide reserve.
Next steps: staff will gather detailed cost estimates and models for blended funding and report back so the board can decide whether to use district funds, reserves, contingency or a phased approach.
