The motion would earmark $5 million of fund balance that Union Bridge could draw as needed; the county would commit the funds until repaid or supplanted by outside grants.
Ted (speaker 3) explained there would be no immediate budgetary outlay; instead, the money would be shown as an earmarked category in fund balance and would be committed only when loans are drawn. Commissioners discussed timing, the potential to find grant funding over the expansion period and repayment dynamics. Several commissioners noted the expansion would support approximately 73 new houses in a planned Jackson Ridge development and help stabilize the town's fiscal outlook.
The motion was seconded and passed by voice vote. Staff recorded that as loan funds are drawn the county will allocate and commit money equal to the borrowed amount until repaid by Union Bridge.
