Seguin ISD approves submission to apply for $906,000 LASSO (LIFT) grant to support Bluebonnet rollout

The Seguin Independent School District Board of Trustees voted 7–0 to approve submission of the LASSO (Leadership and Instructional Foundations for Texas) Cycle 4 LIFT grant application, a three-year Texas Education Agency program intended to strengthen leadership, coaching and implementation of high-quality instructional materials across campuses.
District staff said the grant has two funding buckets: approximately $906,000 for the LIFT provider component and $360,000 for PLC supports. Under TEA rules described in the presentation, roughly 70% of the LIFT fund component is paid to an approved service provider vetted by TEA; the district controls the remaining 30% within allowable expenses. For the PLC component the district noted a 50/50 split between provider services and locally directed spending.
Staff explained that the grant requires board approval before submission and that later action items would be brought to the board if the district is awarded funds and curriculum-adoption steps are needed. The grant is tied to implementing Bluebonnet materials (K–5 ELA recommended); staff noted Bluebonnet’s dual-language offering is a factor because the district seeks materials that support bilingual instruction.
Trustees asked how grant funds would be budgeted and whether providers could be selected to avoid “dueling” vendors in classrooms. Staff said TEA pays approved providers (drawdown reimbursement model), the district may select TEA-approved providers and would seek alignment with existing vendors where appropriate.
The board approved the submission motion unanimously. Staff said it will return with subsequent action items if the district advances to contract or curriculum adoption stages.
