A board member recommended language that would require multiple public hearings beginning in May and would require the draft budget presentation to be posted publicly 72 hours before each budget hearing so the public can review materials and come prepared with questions. District staff member Diane Romo said current practice already makes the budget available for public inspection 72 hours before board adoption and recommended staff research the requested wording to determine what additional language is feasible under Education Code timelines.
Trustees debated the risks of specifying fixed dates (which could conflict with state actions such as the governor’s May revise) and whether the policy should remain intentionally broad to avoid frequent amendments. One trustee asked staff to pull the item for additional legal and operational review; trustees subsequently agreed to pull BP 3100 for redline edits and a third reading. No final policy was adopted on Oct. 8.
Next steps: staff will research the suggested language, clarify what materials can be publicly posted depending on timing, and return a revised draft with redline changes for trustees to consider at a future meeting.
