County staff explained that certifying roughly $500,000 would allow the county to create a dedicated FEMA repairs line and to move $100,000 into a contract-hauling line so crews or contractors can finish outstanding work more quickly. Staff noted the reimbursement timeline requires work to be completed by Nov. 15 for eligibility on several projects; one project alone shows eligibility for $767,255.51 once completed.
Officials said the county has already received nearly $800,000 in 11 payments and expects additional reimbursements as projects are completed and submitted. The commission approved a motion to transfer $100,000 to contract hauling and to create a $400,000 FEMA repairs line to cover bridge, rock and other eligible costs, with staff instructed to keep FEMA-related work separated from regular road-material accounts.
A commissioner who supported the motion emphasized the need to meet FEMA deadlines and suggested using contractors on select roads to ensure completion by the reimbursement cutoff. The chair seconded the motion; the commission approved the reallocation by voice vote.
Staff will track project completion and submit documentation to FEMA to secure the reimbursements as projects are finalized.
