Supervisors approve HRIS contract, nuisance-abatement increase, budget transfers and oppose SB 1404

At its April 28 meeting the Del Norte County Board of Supervisors approved several administrative and budget actions, and adopted a legislative position opposing a state parcel-fee bill.
The board authorized the Chair to execute an agreement for Human Resource Information System services with UKG through the Omnia Cooperative Purchasing Agreement, approving associated implementation and ongoing costs. County staff said the UKG HRIS provides HR-centric modules — including learning management and applicant tracking — not available or sufficiently functional in the county's new ERP, and that some existing systems will be retired. Staff estimated module build-out and implementation timelines between roughly 90 days and six months and said ongoing costs would be an additional expenditure in future budgets.
On contracts and budgets, the board approved an amendment to increase the not-to-exceed amount for an on-call nuisance abatement agreement with DDR Cleaning & Hauling from $100,000 to $150,000, as requested by Community Development, and approved two budget transfers: Budget Transfer 0403 ($74,368) in the Sheriff/Coroner budget to account for U.S. Forest Service reimbursement for Search and Rescue hours during the Smith River fire, and Budget Transfer 0404 ($39,700) within Probation to reallocate mobile probation grant funds to cover increased project costs.
Legislative: The board voted to authorize the Chair to sign a letter opposing SB 1404, a bill that would require annual fees for parcels located in State Responsibility Areas; a supervisor described the proposal as an "unfair fee on rural residents." The board agreed to send the letter urging alternative funding sources for Cal Fire.
