Transportation commission says 2134 N. Taylor townhome plan meets transportation elements, urges board review

Cummings said the project reduces curb cuts, adds sidewalks and bike facilities, includes two‑car garages for each unit and provides approximately 105 parking spaces including visitor stalls. “Compared to the previously approved use, this is less dense; the traffic impact is about half of the prior use,” he said.
Bryce Johnson, Arlington’s principal planner in Development Services, told the commission that staff recommends denial of the site plan on the basis of inconsistency with Langston Boulevard area plan land‑use guidance, primarily citing lower density than the plan envisions, an open‑space size below plan guidance and shortfalls in tree canopy. Johnson emphasized that the Transportation Commission’s role is limited to transportation elements and that he reviewed site access, sidewalk and bicycle connections, curb‑cut consolidation and parking counts.
Commissioners focused on pedestrian and bicycle accommodations, the proposed sidewalk and streetscape on North Taylor and Cherry Hill Road, and whether the reduction in curb cuts and added sidewalks improved multimodal access. Multiple commissioners said the transportation elements align with the master transportation plan and that transportation improvements are an argument in favor of the proposal even if other commissions may evaluate land‑use consistency.
Motion and vote: The Transportation Commission moved that the application (SPLA00027) is not inconsistent with the master transportation plan or the Langston Boulevard area plan’s transportation elements and recommended that the County Board approve the application to permit the construction of 47 townhomes with requested modifications. The motion passed on the record; commissioners recorded their votes in the meeting transcript.
