Board approves 2025 year-end transfers and budget adjustments; building fund bonding authority increased

Blue Earth County’s finance director presented year-end audit adjustments and budget amendments for 2025 at the May 26 meeting; the board approved the requested transfers and adjustments.
Finance Director Candace outlined operating transfers (moves of investment income and abatement funds into other funds), modest revenue-side changes (a commodity rebate for recycling larger than anticipated), and expenditure-side adjustments (recycling, passthrough of local homeless prevention aid and state affordable housing aid paid out in 2025). She said Public Works and ditch funds had timing differences related to construction projects, and that building and capital fund changes reflected moving bonding assumptions from $10 million to a previously board-approved $30 million limit. The board moved, seconded and approved the transfers and budget adjustments by voice vote.
Staff said these changes were largely administrative and consistent with audit requirements and previously approved funding decisions; staff will proceed with accounting adjustments and note the changes in the county’s audited financial statements.
