The Caro City Council met in closed session on April 7 under Section 8(c) of the Michigan Open Meetings Act for strategy and negotiation related to a collective bargaining agreement with the GELC union. Council entered closed session at 7:56 p.m. and reconvened to open session at 8:36 p.m.
After returning to open session, Council accepted the Revised Tentative Agreement and directed the City Manager to negotiate contract language consistent with the directives given in closed session (motion 25‑M‑72). The motion was made by Doreen Oedy and seconded by Jill White; council recorded a unanimous roll-call vote in favor of the motion.
The council had earlier voted to enter closed session for the purpose authorized by Section 8(c) of the Open Meetings Act (motion 25‑M‑71). The meeting minutes quote the statutory language permitting closed hearings: "For strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a closed hearing." Council instructed staff to return negotiated contract language to the council for formal approval.
Why it matters: Acceptance of a tentative agreement moves labor negotiations toward a final contract and may affect municipal payroll, benefits and operating budgets. The council did not publish financial terms in the minutes; the city manager was directed to prepare contract language for future council consideration.
