Clinton City RDA approves tentative FY 2026–27 budget, schedules June 16 public hearing

The Clinton City Redevelopment Agency approved a tentative budget for fiscal year 2026–2027 that includes no new redevelopment projects and retains an available RDA fund balance of approximately $278,821, City Manager Trevor Cahoon said.
Cahoon presented the tentative budget at the agency’s May 12 meeting and told the board that existing RDA funds would remain available for future use as directed by the board. He said the city’s existing RDA area is inactive and that no additional tax increment revenues are being collected into the fund.
"The RDA currently maintains approximately $278,821 in available fund balance," Cahoon said, and he explained that RDA funds come from tax increment financing, which redirects portions of property tax growth into redevelopment projects rather than the city's general fund.
Mayor Marie Dougherty, who is listed in the minutes as both chair and mayor, asked staff to explain the purpose and history of the Redevelopment Agency for the board and the public. Cahoon described the evolution of redevelopment tools — including Community Development Areas (CDA), Community Reinvestment Areas (CRA) and Redevelopment Agencies (RDA) — and said the city could establish future redevelopment areas by ordinance if the board desired.
Cahoon also noted a specific change in planned beautification spending: hanging flower baskets previously funded through RDA beautification efforts will not be installed in the coming year because of current water-conservation concerns.
Board Member Dane Searle moved to approve the tentative FY 2026–2027 RDA budget, to set a public hearing for June 16, 2026, at 7:00 p.m. at Clinton City Hall, and to direct staff to prepare the required seven-day public notice. Board Member Spencer Arave seconded the motion. All voted in favor and the motion passed unanimously; the minutes record the board members present as Mayor/Chair Marie Dougherty, Spencer Arave, Jennifer Christensen, Chris Danson, Adam Larsen and Dane Searle.
The minutes show the public hearing was opened at approximately 9:28 p.m. and closed at about 9:28 p.m., and they record the meeting’s adjournment at approximately 9:27 p.m., an internal timing inconsistency noted in the record. The minutes were signed by Recorder Lisa Titensor on May 14, 2026.
