Sturgis joins MPPA retail energy improvement program; 2026 cost $567,343 approved

The Sturgis City Commission voted to participate in the MPPA retail energy improvement program and to approve the city’s 2026–2029 energy waste‑reduction (EWR) plan, a state requirement under recent legislation.
Chris McArthur, who presented the item, said the MPPA board created the retail energy improvement program to meet requirements of Public Act 229 of 2023 and to provide an administrative vehicle to implement programs. McArthur gave a 2026 cost estimate for Sturgis of $567,343 and said the commission will need to adjust the next budget to account for the difference from the amount originally budgeted ($500,000).
Commissioners approved two motions: participation in the MPPA program and approval of the EWR plan for filing with the Michigan Public Service Commission. Staff said that the city must send the approved plan to the state; McArthur noted that the program scope and budget lines were included in materials provided to commissioners.
Next steps: the city manager is authorized to sign the participation agreement and staff will reflect the program costs in the next budget process.
