Griffin told the commission staff considered municipal electric experience an important factor because Sturgis operates a municipal electric utility. The recommended engagement uses a five‑year term to provide continuity while containing costs; the fee cap includes the cost of a single audit if federal grant thresholds require it.
A commissioner moved the contract into place and the motion passed by voice vote. The motion described the agreement as a five‑year engagement and set the city controller as the authorized signer. The commission did not provide a line‑item budget amendment at the meeting; staff said they will manage the contract within existing budget authority and present any needed adjustments in future budget processes.
