Franklin council accepts Deer Creek Park gift after debate over costs and liability

Council members raised concerns about additional expenses for staffing, maintenance, liability and emergency response if camping pads and other amenities are developed. "Free gifts come with a price," one council member said, warning that the park would add recurring budget costs.
After discussion the council voted to accept the gift; the motion carried. The council asked staff to consider staffing and maintenance implications as part of implementation planning.
