The board convened at 11:08 a.m. immediately after the Commissioners' meeting. Present were Commissioner Stiles, Commissioner Winck, Commissioner Baughman and Treasurer/Secretary Melissa Cottle. Debra Brown, chief clerk, is listed as secretary for the minutes.
Commissioner Winck moved and Commissioner Baughman seconded approval of the March 10, 2026 minutes; the motion carried.
Under new business, a motion by Commissioner Winck seconded by Treasurer Melissa Cottle approved a list of April wage and status changes for 16 employees, as recommended by department heads. The actions included a title change for Holly Ward from Clerk Typist II to Administrative Assistant, MDJ — Everett, at $16.5165 per hour; pay adjustments for multiple Bedford County Correctional Facility officers with union contract rates and several longevity step increases for long‑service staff in County Children & Youth Services, Finance and 911. Several hires or status changes were recorded as completed academy training or certifications; examples listed in the minutes include: Franklin Parkes Jr., Corrections Officer at $20.95/hr (union progression and longevity noted); Cassie Simon, Telecommunicator II/TAC Officer at $21.23/hr (10 years longevity); and Emily States, Telecommunicator II at $19.61/hr (20 years longevity). Commissioner Winck moved to adjourn at 11:10 a.m.; Treasurer Melissa Cottle seconded and the motion carried. The next meeting was set for May 12, 2026 unless called sooner.
