Bedford County commissioners approve changes to assessment records, several board appointments and CDBG agreement

The Bedford County Board of Commissioners approved on April 14 updates to the county’s Change of Assessment Notice Control Report that the tax office says increased the taxable base by about $1.6 million. The motion to accept the March 2026 report was made by Commissioner Winck and seconded by Commissioner Baughman and was approved by the board.
Nicole Abbott, director of tax assessment, told the commissioners that the county’s last full reassessment was in 2012 and that the office is not conducting a countywide reassessment. Abbott described a process of using updated ortho imagery and sending field assessors to collect parcel data; property owners will receive change-of-assessment notices and will have 40 days to file an appeal. The planning department said ortho-imagery updates occur every three to five years at a cost of about $3,600.
The board also approved three appointments to the Somerset and Bedford Counties Behavioral Health Services board on motions based on recommendations from Sandra Benko. Doug Walters was appointed to a two-year term beginning May 1, 2026; Lynn Plesnick was reappointed for a third term as a community director; and Dave Mrozowski was reappointed for a second term as a community director. The motions were made by Commissioner Winck and seconded by Commissioner Baughman and were approved.
Separately, commissioners approved an administrative agreement with Broad Top Township for the CDBG FFY 2024 Broad Top Township Senior Apartments project, following the recommendation of Jeffrey Fellers, county CDBG administrator.
The meeting record shows routine approvals of minutes and expenditures and lists payroll and disbursement totals for March and April. The board’s personnel approvals included multiple hires and separations recorded for the month.
The board will next convene May 12, 2026, unless called sooner.
