Council approves termination of sewer televising contract after contractor underbid work

The Bunker Hill Village City Council on Nov. 21 approved terminating a contract with Sweeping Corporation of America (SCA) for the Sanitary Sewer Cleaning and Televising project after the contractor asked to be released, stating it had underbid the job and incurred costs beyond the contract amount. Councilmember Keith Brown moved to approve the termination, Councilmember Eric Thode seconded, and the motion passed 3-0.
According to staff and Langford Engineering, SCA completed an estimated 2,200–2,400 linear feet of televising — about 30% of the project — and provided video of the completed sections. The city will not be invoiced for the work SCA completed. The original contract award was $34,316.00.
Staff told the council SCA requested release on Nov. 1, 2023, and recommended formal acceptance of the contractor’s request subject to clean-up responsibilities. The council approved the termination with that condition. Langford Engineering and city staff will draft and solicit new bids for the remaining work; staff said the earliest date to award a new contract would be January–February 2024.
The council’s action preserves the video deliverables already completed but requires staff to re-solicit remaining work and to monitor contractor close-out obligations. The council did not identify additional city expenditures associated with the termination beyond the need to rebid and complete the remaining televising.
A motion to terminate and release the contract passed 3-0.
