Bunker Hill Village approves $60,100 Core & Main contract to install AMI gateway equipment

The Bunker Hill Village City Council approved a $60,100 contract with Core & Main to purchase and install two AMI gateway antennas and related equipment to support the City's water meter replacement project.
Director of Public Works Elvin Hernandez told Council the City is transitioning from Automatic Meter Reading (AMR)—which requires drive-by reads—to Advanced Metering Infrastructure (AMI), which allows more frequent remote reads, improved leak detection and a customer portal for daily usage and alerts. Staff identified two gateway locations based on a propagation study: Water Plant #1 (Taylorcrest Road) and Water Plant #2 (City Hall). The City plans to reuse an existing abandoned pole at City Hall and to present separate approval for a mono pole at Water Plant #1 when needed.
Hernandez said Core & Main is the sole authorized provider of the City's Neptune meters and software; the contract is therefore treated as a sole-source procurement exempt from competitive bidding per Local Government Code §252.022. The project cost was included in the FY2023 and FY2024 budgets for the meter replacement project. Councilmember Keith Brown moved to approve the contract; Councilmember Laurie Rosenbaum seconded and the motion passed 5–0.
Why it matters: converting to AMI can improve billing accuracy, enable faster leak detection, and allow residents online access to daily usage data, while the gateway installation and vendor choice affect procurement compliance and project timing.
