Josephine County refills juvenile-justice post, promotes long‑time on‑call counselor and approves grant-funded Firewise coordinator

The Josephine County Board of Commissioners approved a package of personnel actions on Tuesday that included refilling a juvenile residential education coordinator vacancy, promoting a long-serving group life counselor and authorizing several other hires.
Human resources staff told the board the youth residential education coordinator position was vacated on May 14, 2026, and the department seeks to refill it. Dr. Hyde, who addressed the board about the juvenile program, said the coordinator provides classroom instruction, GED help and administrative coordination with District 7 and is actively teaching in the residential program.
Dr. Hyde also requested the promotion of Patty Gould from Group Life Counselor 1 to Group Life Counselor 2, saying Gould has worked 455 hours over the last three months — nearly 19 full shifts per month — while filling multiple shifts on an on-call basis. Dr. Hyde and HR staff said the position change is already in the department budget and that Gould will remain part-time but receive the higher pay grade.
Human resources staff said the animal shelter’s volunteer coordinator/department specialist position (vacated April 3, 2026) will be refilled now that the department levy passed; the refill does not add a new position and is covered by existing budget authority. The board was also told a deputy district attorney candidate has accepted an offer and is expected to start in August, and that a part-time, grant-funded Firewise community coordinator will be hired to support Michael McLaughlin’s work organizing local Firewise communities.
Dr. Hyde summarized the juvenile program’s classroom role and staffing pressures and provided the staffing-hours data that underpinned the promotion request. The board had no substantive questions and personnel items moved forward under existing budget authority.
