The Village of North Syracuse board voted to table a proposed $75 replacement fee for Butler-supplied trash and recycling totes for 60 days, after trustees expressed concern about possible causes such as snowplows, tenants removing totes, and unclear code language assigning landlord responsibility.
The proposal would have charged residents $75 to replace a missing tote, reflecting Butler’s replacement price; the provider has replaced damaged totes at no charge when the tote is merely damaged, the clerk noted. Trustee (Speaker 11) said he was concerned that residents whose totes are displaced by snowplows or other non-negligent reasons should not be charged. Trustee Bolton said the village could absorb the cost for now while tracking incidents and suggested drafting ordinance language to assign responsibility for rental properties to landlords.
Because the board has documented only three confirmed incidents to date, trustees moved and seconded to table adoption of the fee for 60 days to see if additional complaints appear; the board also directed staff to arrange replacement for the three affected residents now. The board asked staff to return with proposed code language and any recommended payment responsibility for landlords if the number of incidents rises.
