Elkhart County stormwater board approves five septic-replacement cost-share applications

Elise Papp of the County Health Department presented each application and recommended funding levels under the 2026 cost-share guidelines. The board approved staff recommendations for each application by voice vote.

- 29658 Cardinal Avenue (Alcarte): six household members; lowest estimate $18,250; 2026 guidelines provided up to 50% contingent grant assistance ($9,125) and up to 50% loan assistance (up to $9,125 at 2% interest).
- 25775 Lily Creek Drive (Elkhart): six household members; 2025 adjusted gross income $101,799; lowest estimate $9,500; guidelines permitted 25% grant assistance (up to $2,375) and 75% loan assistance (up to $7,125 at 4% interest); commissioners discussed income contributors and approved the recommendation.
- 53636 Bruce Drive (Bristol): six household members with one adult’s income reduced for medical reasons (adjusted AGI reported about $63,648 for the household); lowest estimate $23,500; guidelines provided 75% grant assistance (up to $17,625) and 25% loan assistance (up to $5,875 at 2% interest).
- 53574 Bruce Drive (Bristol): four household members; lowest estimate $14,234.80; guidelines provided 25% grant assistance (up to $3,558.70) and 75% loan assistance (up to $10,676.10 at 4% interest).
- 59368 County Road 13: six household members; lowest estimate $14,800; 2026 guidelines provided 50% grant assistance (up to $7,400) and 50% loan assistance (up to $7,400 at 2% interest); staff noted one adult’s income reduction when calculating assistance.
Papp said records show permitted septics at these properties but in each case wastewater was ponding or otherwise discharging during wet weather. Commissioners voiced general support for the cost-share approvals; all five recommendations passed unanimously.
