A resident identified the location as near the railroad tracks and Hoover Avenue, saying the uncovered easement there is "about 3 feet or 4 feet deep," and noting limited visibility at night where children play. Another attendee said Surf Internet had been contacted by the mayor about the issue and had ordered heavier-duty covers and a contractor to apply them, but that not all locations had been fixed yet.
