At a May 26 public hearing, human resources staff presented the city’s annual AB 2561 report on vacancies, recruitment and retention. Jacob Lisarga, senior management analyst in human resources, reported a citywide full‑time vacancy rate of 4.07%, down from 6.32% last year, and said vacancy rates are well below the 20% threshold that would trigger additional requirements under the law.
Lisarga said fire department positions are fully staffed and that improvements in recruitment have shortened hiring timelines. He said the city’s three represented bargaining units and unrepresented groups all showed improved stability.
Lauren Kojevich, also a senior management analyst, described process changes: a streamlined recruitment kickoff, tailored ideal candidate profiles, active online marketing, regular compensation review to remain regionally competitive, and investments in internal promotions and professional development. She said some prior vacancies reflect internal promotions rather than unfilled roles.
Councilors asked whether the AB 2561 requirements apply to special meetings and how the city will improve outreach to underrepresented and non‑English speaking communities. Lisarga and staff said the requirements apply to regular and special council meetings after the law’s effective date and reiterated the city’s commitment to translated materials and community outreach.
With no public speakers, the council closed the hearing and approved the report.
