Elkhart County approves highway contract, engineering task orders and IT funding

The Elkhart County Board of Commissioners unanimously approved several procurement and funding actions on May 26, including awarding the 2026 deck ceiling contract to Milestone Contractors for $215,000 and authorizing staff to post notices to bidders for two bridge projects.
Kyle Wagner of the Highway Department told commissioners that Milestone was the lowest bidder on the deck-ceiling program and recommended awarding the work. The board moved, seconded and approved the award and later ratified the signed contract documents submitted by Milestone.
The board also approved a task order for Cambridge Systematics to proceed with preliminary work on the Northern Elkhart County Regional Corridor Study under a local appropriation of $100,000. Commissioners approved a separate United Consulting Engineers task order to complete final design for Bridge 407 (Cottage Avenue).
County Attorney Steve Olson presented an independent contractor agreement with Impact Solutions (doing business as Zephyr Data Group LLC) that incorporates standard county contractual language; the board approved that agreement and received a disclosure statement from Iverson Grove related to anticipated appraisal services.
Tony Brinson of the county’s Information Technology department requested and received approval for a $152,000 appropriation to modernize and remediate departmental websites to meet state ADA requirements. The board also approved an internal transfer of $115,000 from a professional-services account to a subscriptions account to cover licensing and annual hardware/software fees.
All motions referenced in this article were approved by voice vote with no opposition recorded.
The board accepted the regular claims and the weights-and-measures report for April 16–May 16, 2026, and then adjourned before the Elkhart County Department of Stormwater Management convened.
