Cranberry Lake footbridge engineering review underway; township to act as grant intermediary with conditions

Mayor Rubenstein reported an update on the Cranberry Lake pedestrian footbridge and the related grant process at the Jan. 21 meeting, saying the New Jersey Department of Environmental Protection and the Department of Transportation have engaged an outside engineering firm to produce an updated analysis and cost estimate.
"The Township does not have the resources, both human and financial, to support this endeavor and we will have to be made whole and protected by both agencies in the project," the mayor told the council, summarizing the township’s position in discussions with DEP.
Council members were told the engineering review could take up to six months. The township previously agreed in principle to act as an intermediary for grant funds between DOT and DEP "subject to our approval and acceptance of terms," the mayor said. Manager Joseph Sabatini asked whether the grant will be reimbursable or require the township to advance funds; he, the mayor and Councilman Proctor will join a February 10 Teams call with DEP and DOT to discuss next steps.
The council did not take final action on the bridge at the meeting; members signaled that acceptance of intermediary responsibility would require clear contract terms about reimbursement and protections against unanticipated costs.
