Engineer recommends renewal of Raimo Salvage junkyard license with conditions

Township engineers recommended renewing Raimo of Stanhope, Inc.'s 2025 junkyard license while keeping the conditions imposed by prior approvals and requesting ongoing documentation of environmental and safety compliance.

Cory Stoner reported the licensee has continued construction of site improvements approved by the Planning Board and that operations are "consistent with the approval." Stoner advised that, under Section 156-5(B) of the Township Code, the license may be renewed if no changes have been made to the licensed premises or operations and an affidavit to that effect is filed.

Stoner recommended retaining multiple conditions for 2025: maintain on-site NJDEP/NJPDES documentation and quarterly water-quality testing records for 2024 (copies were missing from the current submission); keep evergreen buffers along Route 206 in good condition; keep roll-off containers and equipment within the fenced licensed area; maintain the Netcong Avenue right-of-way clear of debris and ensure parking limitations remain in effect; and keep records regarding pest control, fire protection and environmental consultants available for inspection.

Stoner noted that NJPDES permits for salvage-yards had been administratively extended pending action by the NJDEP and recommended the 2025 license be conditioned on the Licensee providing updates and copies of renewed permits when they become available. The engineer recommended renewing the license with the above conditions and continued compliance with Planning Board approvals.
