Griswold officials say state withheld $8M+ community investment funds after partner exits; negotiations ongoing

Griswold officials told the Board of Selectmen on Dec. 9 that state community investment funds tied to a water infrastructure project were withheld after the private partner, Heritage River, dropped out of the deal.
The chair said more than $8,000,000 in funds were withheld and that town leaders pursued discussions with the Connecticut Department of Economic and Community Development (DECD) in Hartford to seek options for securing funding. "They actually came to Griswold last week," the chair said of state representatives; Senator Summers joined a local sit-down and, officials said, the meeting was "very positive."
Selectman Wayne Malan said the state is developing options and would provide guidance to the town, after which Griswold would work with state officials to determine next steps. Board members described the discussions as ongoing and said no final agreement had been reached at the meeting.
No dollar commitments or revised timelines were announced at the meeting; board members said the matter remains in negotiation and that they would report back as talks with DECD develop.
