Board adopts 3.24% index increase to development impact fees, effective Jan. 1, 2026

At a public hearing on Oct. 21 the Templeton Community Services District board approved Resolution No. 16‑2025 to amend the master fee schedule and index development impact fees by the Engineering News‑Record construction cost index (3.24%).
Staff outlined the adjusted fees proposed for January 1, 2026, including water and wastewater connection fees, ADU fees, fire impact fees on a square‑foot basis and parks and recreation fees. Staff explained the timing (a Jan. 1 effective date) and reason (government‑code notice requirements and the consultant‑recommended index methodology used when the fee studies were adopted).
No members of the public offered testimony during the hearing. Directors discussed the mechanics and noted that some master‑fee schedule adjustments already reflected April CPI changes; staff said this hearing documents and clarifies current schedule entries. The board adopted the resolution by roll‑call vote, 5–0.
Staff said the adjusted fees will be published in the master fee schedule and become effective Jan. 1, 2026, after required notice periods.
