Templeton CSD approves $62,282 electric utility pickup to comply with state EV purchasing rules

The Templeton Community Services District board approved a budget amendment on Oct. 21 to purchase an electric utility pickup truck for $62,282.16 to begin aligning the district's utility fleet with state purchasing requirements.

Staff explained the purchase in the context of California rules that require public agencies to meet a 50 percent EV purchase ratio for certain vehicle classes during the 2024–2030 transition period. District staff said utility vehicles in their fleet are often medium/heavy duty and some current fleet tasks will require compatible capabilities; the selected pickup is intended for use by a senior operator for lighter fleet duties.

Directors asked about charging infrastructure, towing capacity and whether the district would need to install Level‑2 chargers or explore vendor programs to support charging. Staff said slow charging on 110‑volt outlets is not ideal, and the district is investigating charging location, potential solar offsets, grant funding and vendor programs such as Ford’s Pro Power offerings.

Director discussion noted estimated use at about 8,000 miles per year, that vehicles in the utilities fleet are parked overnight (making daytime charging and time‑of‑use rates relevant), and staff participation in a regional fleet group to learn about grants and infrastructure. The motion to approve the purchase passed by roll call, 5–0.

The district will incorporate charging and infrastructure planning into its master plan and capital improvements program. The board did not adopt a separate formal charging‑station purchase at the meeting.
