They said the borough performed an inventory of existing affordable units, extended deed restrictions to preserve affordability, and negotiated an agreement that included developer use of borough sewer capacity plus mitigation funds. “We don’t have to build anything this round,” a planning official said, explaining that extending deed restrictions and redeploying development potential met the borough’s obligations. The official said the Avalon Bay arrangement produced $500,000 to the borough as part of the settlement and to address related infrastructure needs.
Officials also discussed a potential municipal acquisition of 274 West Allendale Ave (Turner property), describing significant flood conditions and an idea to acquire the parcel and convert it to open space with a walking path; they said there is a reasonable chance of a grant covering up to 85% of acquisition costs.
The board recognized a retiring staff member and welcomed a new secretary before adjourning.
