Cocoa council adopts PUD amendment clearing way for commercial phase and quick‑service restaurant

Cocoa — The City Council on May 26 adopted Ordinance 10‑2026 on second and final reading, approving an amendment to a previously authorized mixed‑use planned unit development to include a commercial phase with a quick‑service restaurant and a dental office.
City staff told the council the amendment finalizes site layout, access, landscape and parking standards for the commercial parcels and does not increase the previously approved development intensity. "The plan remains consistent with the overall approved PUD framework and does not increase the previously approved development intensity," staff said.
Anna Smith, an attorney with Cobb Cole representing the applicant, confirmed a developer representative was present and said the team had discussed a Chipotle as a preferred tenant. Mayor and council members expressed support; no public opposition was recorded. Council approved the final reading by unanimous voice vote.
The ordinance amends the final development plans and the development agreement for the PUD’s phase 2 commercial parcels; the council did not record amendments to the ordinance on the transcript.
