Cocoa council approves first reading to annex 1.16 acres for industrial expansion

Cocoa — The City Council on May 26 approved the first reading of Ordinance 07‑2026 to annex roughly 1.166 acres of unplatted, vacant land east of Grissom Parkway into the city so the parcel can connect to the City of Cocoa wastewater utility and be developed as industrial M2 zoning.
City planner Jen Webster told council the parcel is contiguous to the city’s revised northern boundary and lies inside the city’s wastewater service area; she said the applicant intends to combine the parcel with a prior annexation and develop the aggregated property for warehouse, light and heavy manufacturing, outdoor storage and related industrial uses. "This extra parcel was needed to accommodate the stormwater design requirements," Webster said.
Wilson McDowell, speaking for the applicant, said the developer is "very excited about the project" and thanked staff for moving the request forward. Webster said the annexation was advertised under Florida law and that staff’s review found the request consistent with the comprehensive plan and Florida Statutes for voluntary annexations.
Council opened the item to the public; no objections were offered. Councilwoman Weeks made the motion and the council approved the first reading by unanimous voice vote.
Because this was the first reading, the annexation is not yet final; staff said the applicant will next seek zoning and comprehensive‑plan amendments at the Planning & Zoning Board and return to council as required.
