A Rutgers-affiliated scientist summarized the 2025 staff report: sea level along New Jersey has risen more quickly than the global average because of subsidence, and moderate-emission projections show likely ranges of roughly 0.7—1.3 ft by 2040, 0.9—1.7 ft by 2050 and 2.2—3.8 ft by 2100, with larger upper-end numbers if rapid ice-sheet loss occurs. He emphasized uncertainty but said that ignoring changing baselines is not a sound policy.
David Snyder, representing property-casualty insurers, urged coupling stronger building standards with incentives and grants so households and communities can adopt safer construction practices without bearing the full upfront costs. He pointed to state programs that tie elevated resilience standards to actuarially justified premium discounts.
A public-finance scholar testified that municipal bond markets already price coastal exposure and that jurisdictions with higher sea-level vulnerability face higher borrowing costs; credit-rating agencies consider resiliency investments a positive credit factor. He argued that mitigation and resilience investments can have fiscal benefits by reducing the need for post-disaster bailouts and by improving investor perceptions.
Witnesses recommended practical, paired measures: clarify hardship exceptions, create targeted mitigation funding (grants, low-interest loans), coordinate with FEMA on insurance questions, and build regional infrastructure to reduce localized negative spillovers from site-by-site elevation changes.
Committee members pressed the witnesses repeatedly on how to translate scientific ranges into regulatory choices; the scientists declined to make prescriptive policy decisions but urged lawmakers to weigh tolerances for risk when selecting standards for 2050 and 2100.
