Fire Chief Mark Newman told the Richmond Heights City Council that a department review revealed no response delays attributable to the Cleveland Division of Water's transmission-line construction on Trubisky Road.
"Review of these incidents shows that there was no delay in response, arrival, or service that was attributable," Chief Newman said, summarizing a review of 15 emergency incidents in the area over the past year (9 EMS calls, 4 fire-service calls and 1 motor-vehicle accident). He said he personally drove a route during a nonemergency and timed travel to the most remote barricaded location at about "4 minutes and 15 seconds." Chief Newman noted the roadway is reduced to one controlled lane between Hillary Lane and Highland Road while construction is underway, and he said the contractor is scheduled for a July 1 turn-on date with restoration to follow.
Chief Newman also reported the division's submission to the Ohio Fire Chiefs Association with the Enbridge Community Safety and Paramedicine program had been approved and that the department would receive 36 carbon-monoxide detectors through the effort. He said two lieutenants will attend the 2026 Ohio Fire Chiefs Association Officer Development Conference as part of the professional-development resources secured.
Council members did not record extended debate on the chief's report in the transcript. The chief offered to take questions and provided operational detail intended to reassure residents concerned about emergency response during the construction period.
