Chairwoman Murphy of the Assembly Health Committee urged the Financial Institutions and Insurance Committee to support A1821, saying patients deserve equal access to safe, effective pain treatments and that insurance rules often make opioids easier to obtain than newer non‑opioid medicines. "Patients deserve equal access to safe and effective treatment," Chairwoman Murphy said, arguing prior authorization and step therapy routinely delay or block recommended non‑opioid options.
The bill would prohibit health carriers from placing non‑opioid prescription drugs at a disadvantage compared with opioids, supporters said. Angela Valente of the Partnership for Drug‑Free New Jersey told the committee that removing hurdles to non‑opioid options could help prevent addiction and save lives, citing national and state overdose statistics presented to the panel in support of the measure.
Committee members asked witnesses about available non‑opioid options and whether those treatments are already being prescribed; supporters said such treatments exist but that coverage barriers impede immediate patient access. The chair closed the discussion by noting the item was discussion‑only and that written slips from several organizations were on file.
